CCTV on the Brandon

Despite ongoing antisocial behaviour occurring on Maddock Way, and noisy parties until 4:00am on the Kennington Park extension, we are struggling to get an appropriate response from the relevant LB Southwark departments. There are numerous CCTV cameras all over the Brandon, but it seems that there is some confusion as to how this recorded footage is used, and who has access to view it. It is difficult to see the benefits of paying for CCTV if it is not being used strategically to gather intelligence to deter ASB & petty crime.

Who runs, monitors & maintains the network of CCTV cameras?

The Public Space cameras on the Brandon Estate are managed by Southwark’s CCTV Team.  The team have a CCTV repairs and maintenance contract and cameras are checked daily to ensure any faults are highlighted and repaired as quickly as possible.  The management of the CCTV is in line with the Biometrics Surveillance Camera Commissioners statutory guidance.   Monitoring of Public Space CCTV in Southwark is via our 24/7 CCTV control room.

Who is entitled to view the footage? Police, LBS employees, ASB Team, Youth Justice, Youth Services?

Footage and evidence can be provided to investigating officers from Police and other agencies for the purposes of investigation and enforcement.

Is there any process via which a resident can request to view CCTV footage?

Individuals can request CCTV footage via a Subject Access Request.  However, the footage can only be of themselves and their property and not include other subjects.

What budget are estate based cameras paid from?

The public space CCTV managed and maintained by the Southwark CCTV team is from core council funding.

There are also some non-networked CCTV cameras mounted outside the Brandon library & Brandon Youth Centre

This should be as Public Space CCTV above.  However, response to this will need to come from Libraries and Youth Services, who have responsibility for these cameras.

Footage can be requested by a resident via Subject Access Request.  However, as above, footage can only be on themselves and their property and not of any other subjects/individuals.
